The Speaker to decide admissibility of a resolution. - The Speaker shall decide whether a resolution or part thereof is or is not admissible and disallow any resolution or part thereof when in his opinion it is in contravention of the rules, provided that he may in his discretion, amend it in form or give the member concerned an opportunity of amending it.
