171. Notice of resolution. - A member other than a Minister who wishes to move resolution shall give not less than fifteen clear days' notice of his intention and shall submit, together with the notice, the text of the resolution which he wishes to move:

Provided that the Speaker, with the consent of the Minister to whose department the resolution relates, may allow it to be entered on the list of business with shorter notice than fifteen days.
