153. Sanction or recommendation of President or Governor to be annexed to amendment. -  If any member desires to move an amendment which under the Constitution cannot be moved without the previous sanction or recommendation of the President or Governor, as the case may be, he shall annex to the notice required by these rules such sanction or recommendation and the notice shall not be valid, until this requirement is complied with.
