Amendments in Select Committee. - A Select Committee shall have power to make such amendments in the Bill as they think fit, provided that such amendments are relevant to the subject matter of the Bill and are not beyond the scope of the Bill. If any amendment be not within the title of the Bill, the title may be amended and specially reproted to the Assembly.
