(Brief record of the proceedings of the meeting of the Haryana Vidhan Sabha held on Tuesday the 13th March, 2007 from 9.30 A.M. to 3.00 P.M.).

 

I.                      QUESTIONS

                        The remaining Starred questions were deemed to have been answered and replies thereto laid on the Table of the House.

II                     OBITUARY REFERENCES.

                        The Chief Minister made a reference to the death of  late Shri Karnail Singh, former Member of Joint Punjab Legislative Assembly and spoke for a while.

                        The  Speaker also associated himself with the sentiments expressed in the House and spoke for a while..

 

                        It was decided to send messages of condolence to the bereaved families.

 

                        The House stood in silence for 2 minutes as a mark of respect to the memory of the deceased.

 

III                    STATEMENT UNDER RULE 64

                        Under Rule 64 of  the Rules of  Procedure and Conduct of Business in the Haryana Legislative Assembly, the Chief Minister, with the permission of the Hon’ble Speaker, made a statement regarding damage caused to the crops due to heavy rains and hailstorms during the last two days in the various districts of the State and relief being given by the Government in this regard.

                       

IV                    NOTICES OF CALLING ATTENTION MOTIONS/WALK OUT

                        When enquired, the Speaker informed-

                                                (i)    Dr. Sushil Indora and Shri Balwant Singh that notice                                                         of their calling attention motion regarding poor supply                                                         of power in the State has been disallowed and                                                          intimation sent to them.  

                                                (ii)    Dr. Sushil Indora and two other members that notice                                                          of their calling attention motion regarding increasing                                                           problem to common man  due to raising prices has                                                           been disallowed and intimation sent to them.

                                                (iii)   Dr. Sushil Indora and two other members that notice                                                           of their calling attention motion regarding increasing                                                            atrocities on dalit community has been disallowed. 

 

                        All the Members of the Indian National Lok Dal present in the House staged a walk out against disallowing the calling attention motions given notices by the members of their party.

 

V                     WELCOME TO THE STUDENTS OF HINDU GIRLS COLLEGE,                        JAGADHARI.

                        On behalf of the House, the Transport Minister  welcomed the students of Hindu Girls College, Jagadhari who are sitting in the visitors’ gallery to witness the proceedings of the House.

VI                    MOTION UNDER RULE 121

                      The Transport  Minister moved -

                                     That the provisions of Rules 231, 233, 235 and 270 of the Rules of                                      Procedure and Conduct of Business in the Haryana Legislative                                      Assembly in-so-far as they relate to the constitution of the:-

                              

(i)                   Committee on Public Accounts;

(ii)                 Committee on Estimates;

(iii)                Committee on Public Undertakings; and

(iv)               Committee on the Welfare of Scheduled Castes, Scheduled Tribes and Backward Classes,

 

for the year 2007-2008 be suspended.

                  He also moved –

 

                         That this House authorizes the Speaker, Haryana Vidhan  Sabha, to                          nominate the Members of the aforesaid Committees for the year 2007-                         2008, keeping in view the proportionate strength of various parties/groups                          in the House.

 

                                                               The motion was put and carried. 

 

   

VII                  ADJOURNMENT OF SITTINGS.

 

                        After walk out, the members of the Indian National Lok Dal returned to the House and  Shri Om Parkash Chautala requested the Speaker that he should be allowed to speak on the Governor’s Address, as some members of the Treasury Benches interrupted his speech,  yesterday. The Speaker told Shri Om Parkash Chautala that he had spoken for 88 minutes, yesterday and, therefore, he can not be given more time. But Shri Om Parkash Chautala again requested for grant of more time as he  actually spoke only for about seven minutes. The Speaker asked him to take his seat but Shri Om Parkash Chautala continued requesting that he should be allowed to speak further on the Governor’s Address. The members of the Indian National Lok Dal came to the well of the House and started raising slogans. The Speaker warn them to take their seats and observed that let the House continue with its proceedings but they did not pay any heed to his request. On finding grave disorder in the House, the Speaker adjourned the sitting of the House for ten minutes at 10.54 A.M.

 

                        The Sabha then adjourned and reassembled at 11.14 A.M.

 

                        Immediately after the  reassembling, Shri Om Parkash Chautala persisted  that he may be allowed to speak on the Governor’s Address but the Speaker repeatedly asked him to take his seat and let the House continued with the agenda on the order paper but this plea of the Speaker did not  any effect on the members of the Indian National Lok Dal, Shri Om Parkash Chautala continued to speak without the permission of the Chair. The members of the Indian National Lok Dal  came to the well of the House and  repeatedly made noise thereby disrupting the proceedings of the House and created ruckus in the House. On again finding grave disorder and noise in the House, the Speaker again adjourned the sitting of the House for five minutes at 11.25 A.M.

 

                        The Sabha then adjourned and reassembled at 11.30 A.M.

 

VIII                 RESUMPTION OF DISCUSSION ON GOVERNOR’S ADDRESS.

 

                        Discussion on the Governor’s Address was resumed.

 

                        Shri Om Parkash Chautala, a member of the Indian National Lok Dal, spoke for 19 minutes.

 

IX                    PERSONAL EXPLANATION

 

                        With the permission of the Speaker, the Transport Minister made the personal explanation with regard to certain remarks made against him by Shri Om Parkash Chautal on 12th March, 2007.

 

X                     NAMING OF MEMBER

                        The Transport Minister was interrupted  repeatedly when he was making his personal explanation and he was not being allowed to complete his personal explanation by the members of the Indian National Lok Dal. Even Dr. Sushil Indora, a member from the Indian National Lok Dal came to the well of the House and started raising slogans. The Speaker asked to him to go to his seat but he continued interrupting the proceedings of the House. The Speaker repeatedly warned him to take his seat but Dr. Sushil Indora did not pay any heed to this request of the Speaker. The Speaker then named Dr. Sushil Indora and asked him to withdraw from the House. On his not doing so, the Sergeant-at-Arms was directed to execute the orders. The Sergeant-at-Arms, with the aid of the Watch and Ward staff, took the said member out of the House on the orders of the Speaker..

 

 

 

XI                    RESUMPTION OF DISCUSSION ON GOVERNOR’S ADDRESS.

 

                        Discussion on the Governor’s Address was resumed.

 

                        Shri Naresh Malik, a Member from the Bhartiya Janta Party, spoke for 22 minutes.

                        Prof. Chhattar Pal Singh, Shri S. S. Surjewala, Smt. Sumita Singh, Shri Nirmal Singh, Shri Ranbir Singh Mahendra, Shri Randhir Singh, Shri Shiv Shankar Bhardwaj, Shri Amir Chand Makkar and Shri Somvir Singh, Members from the Treasury Benches, spoke  for 22, 24, 12, 12, 12, 11, 12, 9 and 7 minutes respectively.

 

                        Shri Radhey Shyam Sharma Amar and Shri Sukhbir Singh Jonapuria Independents Members, spoke for 9 and 20 minutes respectively.

                        Shri Arjan Singh, a member from the Bahujan Samaj Party spoke for 14 minutes.

 

XI                    EXTENSION OF SITTING.

                 The Speaker, with the sense of the House, extended the time of the sitting at 1.26 P.M. for 1 hour.

                 The Chairperson also with the sense of the House, extended the time of the sitting at 2.29 P.M. for 30 minutes.

                 Shri Anand Singh Dangi, a member from the panel of Chairpersons occupied the Chair from 12.20 P.M. to 1.22 P.M. and again  2.11 P.M. to 2.49 P.M.

                     The Sabha then adjourned till 9.30 A.M. on Wednesday, the 14th   March, 2007
