(Brief record of the proceedings of the meeting of the Haryana Vidhan Sabha held on Monday the 12^th March, 2007 from 2.00 P.M. to 7.15 P.M.).

I. QUESTIONS

(a) Starred:

II CALLING ATTENTION MOTION AND STATEMENT THEREON.

The Speaker admitted the calling attention motion No.2 given notice of by Dr. Sushil Indora and two other members regarding damage to the crops due to heavy rain and hailstorm. He asked Dr. Sushil Indora to read out his notice and the Minister concerned to make a statement thereafter.

Dr. Sushil Indora read out his notice.

The Revenue Minister made a statement.

III WALK-OUT

All the members of Indian National Lok Dal present in the House, staged a walk out as a protest against not being permitted to Shri Om Parkash Chautala to ask a supplementary question on the above said Calling Attention Motion.

IV INTIMATION REGARDING ABSENCE

(i) The Speaker informed the House that he had received a letter from Smt. Savitri Jindal, Minister of State for Urban Development and Housing dated 9^th March, 2007, vide which she has expressed her inability to attend the Session of Haryana Vidhan Sabha on 12^th and 13^th March, 2007 as she will be out of Chandigarh to attend family function.

(ii) The Speaker informed the House that he had received a fax message from Shri Jitender Malik,M.L.A. dated 12^th March, 2007, vide which he has expressed his inability to attend the Session of Haryana Vidhan Sabha on 12^th and 13^th March, 2007 due to his ill-health..

V DISCUSSION ON GOVERNOR'S ADDRESS:

Shri Karan Singh Dalal, MLA while moving the motion:-

“That an address be presented to the Governor in the following terms:-

That the Members of the Haryana Vidhan Sabha assembled in this Session are deeply grateful to the Governor for the Address which he has been pleased to deliver to the House on 9^th March, 2007 at 2.00 P.M.”.

and spoke for 96 minutes.

Smt. Geeta Bhukal, MLA seconded the Motion and spoke for 46 minutes.

Shri Om Parkash Chautala, a member from the Indian Nataional Lok Dal, spoke for 88 minutes.

VI WELCOME TO V.I.P.

During the course of discussion on motion of thanks on the Governor’s Address, on behalf of the House, the Transport Minister welcomed Sardar Ajit Inder Singh Moffir, MLA, Punjab Vidhan Sabha who is sitting in the VIPs Gallery to see the proceedings of the Legislative Assembly.

VII NOTICE OF AMMENDMENTS TO MOTION OF THANKS

During the discussion on Motion of Thanks on the Governor’s Address, when enquired, the Speaker informed Dr. Sushil Indora that his amendments to Motion of Thanks on Governor’s Address has been disallowed and intimation has been sent to him.

VIII EXTENSION OF SITTING.

The Speaker, with the sense of the House, extended the time of the sitting as under:-

(i) At 6.28 P.M. for 30 minutes.

(ii) At 6.59 P.M. for 15 minutes.

Shri Anand Singh Dangi, a member from the panel of Chairpersons occupied the Chair from 5.01 P.M. to 5.28 P.M.

The Sabha then adjourned till 9.30 A.M. on Tuesday, the 13^th March, 2007
